Sorry but I don't get it. Seems to be a reference to something specific the president said, but I don't know what that might be. In the future please post cartoons that can be understood by us in the red states.

The famous Bush quote is "Rarely is the question asked, is our children learning?"
It's just that he always has that "did I leave the oven on" look to him.
